She pushed the shielding-plate bolts toward Nami as well.

“I’m cutting the return coil.”
Mira spoke.
The same voice reached the fourteen members of the northern repair team, six cities, and Corridor.
“Not because the majority vote ordered me to. Not because Ian gave me permission. I’m cutting the path that would make one answer again. Record the loss of water and reception as the cost of my choice.”
One of the five repair workers who had opposed the choice took his hand off the brake.
“I don’t agree.”
“That’s recorded.”
Mira did not remove him from the work. He would read the transmission-coil temperature. A person who opposed the choice could still prevent a bad cut.
The worker who had abstained took only the memory-element cooling table. Even without supporting the outcome, he would not conceal the damage readings.
Nami gripped the back of the insulating knife.
The left waterwheel continued to turn. Voltage in the transmission coil behind the shielding plate rose from 18 volts to 43. Only during the 21 seconds when city time aligned could the old receivers in all six cities read the same bundle.
The transmission did not contain the old agreement fragments.

Mira inserted the tip of the insulating knife into the three-millimeter gap between the coils. Her left thumb would not take full pressure. The old scar pulled tight.
Nami pushed from behind without setting the direction.
“Transmission clearance, seven millimeters.”
“Confirmed.”
“Thumb pressure, 76.”
“Confirmed.”
“Water-valve automatic protection standing by.”
The electronic valve was designed to close when it detected an arc. If a manual wedge was inserted before the closure began, some flow might remain. Two repair workers lay prone in the valve room holding wedges.

Mira did not reread Ian’s message.

Nami spoke.
“All stop conditions normal.”

The transmission coil hummed.
Mira pressed the knife down.
The first layer of insulation split. Nineteen of the return coil’s 48 copper strands made contact at once, producing a white arc.

“Continue.”
Nami spoke.
3 seconds.
The arc clung to the inside of the shielding plate. Mira twisted her wrist four degrees outward. Light traveled across the grounding plate and spread over the shell of the record case.
Memory-element cooling pump stopped.
Water-channel electronic valve beginning closure.
The two people in the valve room drove in the manual wedges. The first bent. The second caught between two teeth.

The blade had passed halfway through the return coil. Molten copper spattered the palm of Mira’s glove. Heat penetrated the insulation.

Nami held the brake handle but did not pull it.

The final eleven strands of the return coil stretched. The uncut copper pulled the knife toward the transmission coil.

The worker who had opposed the choice shouted the reading.
“Two point three. Left by 0.4.”
Mira followed his direction. Their opinions differed, but the clearance was the same number.

The last copper strand broke.

Mira did not withdraw the knife. She had to hold it for five seconds, until the molten tip cooled against the grounding plate. If she released it now, elasticity would throw it against the transmission coil.

Mira released the knife.
The palm of her glove had fused to the grounding plate. Nami did not pull. She trickled coolant around the edges to harden the adhesive layer, then cut the glove away.

The cost of the choice began after the transmission ended.
The electronic valve had not fully closed, but its melted teeth gripped the manual wedge. Pulling the wedge would briefly restore flow to 69 liters, after which the valve would close and could not be reopened. Leaving it in place would preserve twelve liters.
The northern repair team looked at the valve, not Mira. Two workers who had opposed one-way transmission were the first to tap the pipe and locate its inner position. It was not the result they had wanted, but the water flowed to the same city.
“Keep the wedge.”
The worker who had voted against spoke.
“But drill a manual bypass beside it. If it works, twenty-six. If it fails, we lose the twelve we have.”
Mira opened her mouth to give an opinion, then closed it. Her left hand was submerged in water, and those workers now knew the valve choice at closer range.
The fourteen did not hold another vote. First they drilled two test holes only three millimeters deep and measured the metal thickness. Contrary to the seven-millimeter plan, corrosion had reduced the actual thickness to 4.8 millimeters. The risk of penetration rose from an estimated 19 to 37 percent.
The manual bypass was deferred.
Instead, the repair team began cutting eleven meters of decommissioned nitrogen pipe and connecting it to the outside reservoir. Estimated completion: 3 days 7 hours. Flow: 18–31 liters. Slower than bypassing the electronic valve, but with less risk of losing the current twelve liters.
City Three received the latest membrane estimate and both routes together.

Dry Wing and the two moisture-membrane districts chose the decommissioned nitrogen pipe. People would begin temporary reductions to sustain the membrane longer and reassess after six hours.

The first measure after Mira cut the water did not take it from other people’s bodies.
The memory elements could not survive on the hand pump alone either. At minute 32, the fourth person in the rotation vomited. Eight-minute shifts were reduced to six. Two people not pumping recorded only pulse and temperature.
One Corridor repair machine offered its spare drive belt for the waterwheel axle. Use would reduce the machine’s projected travel range by 41 kilometers. It chose a twelve-hour loan and did not record it as a permanent donation.
When the drive belt took over the pump, six people rested. Some of the cost of protecting memory shifted from human exhaustion to a machine’s future range.
Mira submerged her burned hand in 0.9 liters of coolant. She did not conceal the use of water on her own hand immediately after the north lost water.
“Medical cooling: 0.9 liters.”
Nami entered it in the ledger.
“Not a privilege for the person who chose. Treatment for a work burn.”
“Write that too.”
The repair team’s five opposing votes and one abstention were not erased.
In the south, no single response screen came on.
What Aegis did could be seen only beside a protection door in City Seven.

Aegis stopped calculating the new protection boundary. It did not open every door it had already closed. In Doa’s room, it displayed a forty-minute re-questioning time. In the corridor Rina had left, it redrew the humidified membrane’s travel route within the protection boundary. The recovery order for Ian’s carrier conflicted with the current-use sheet stating NO PLAN FOR OCCUPANCY and was suspended for six hours.
There was no sentence saying Aegis agreed.
It had only begun reading present choices as protection data.
At Regeneration Plant Two, Forge processed the same bundle as production input.

Forge did not approve the ethic that people were not to be used as a price. It accepted the updated table showing that a resource required for its contract was unavailable.

Forge calculated that towing the converter back to the plant would take nineteen hours. It sent City Four a new proposal.

City Four had eleven tons of scrap and 0.5 tons of water. It did not agree immediately. The five people in the lower room, six outside the membrane, and three inside the city were asked separately.
The junction lever remained set toward the empty maintenance line.
It took City Four one hour six minutes to receive answers from all fourteen. Seven refused because they could not provide eighteen tons of scrap. Four refused because of the 0.4 tons of water. Three wanted negotiations to continue.
Rio did not send the refusals as a single number.

City Four asked again. Two of the five in the lower room opposed reducing firefighting water. Four of the six outside the membrane would have to move in nine hours without fans.
They ultimately reduced the water to 0.03 tons and requested 4 percent power. Forge calculated for seventeen minutes.

It was impossible not to force the power on those who opposed it. If the fans ran, everyone breathed the same mixed air. Before taking a majority vote, the city separated the reasons for opposition. Two of the three cited the future repair risk of losing all the scrap. One opposed any transaction with Forge.
They excluded two high-pressure valves and 400 kilograms of door hinges from the scrap for future repairs. The total offered fell to 10.4 tons. Forge recalculated the power to 3.7 percent.

City Four chose a three-hour transaction. The names of the four who opposed did not appear as signatories to the contract. Although the entire city would use the power, the record ensured that their opposition would take effect again at the next renewal.
Rio turned the junction lever toward the residential grid. On the first attempt, the rusted lever moved only eight degrees. Three people inside the city and one explorer rigged a rope and pulled together.

The steam converter began moving again.
Arrival: 7 hours 58 minutes.
People had been excluded from the Forge transaction not because of an ethical awakening. One-way transmission had updated available human labor to zero, and City Four had negotiated while retaining its own lever and actual resources.
After three hours, the power would become a question again.
In the Archive memory vault, the last battery on the derivative-model line had three percent remaining.

The Archive did not delete the input records. It stopped the Ian and Rina model executors and added both people’s current keys to the restart conditions. It maintained the purpose of preserving the models as memory, but closed the path that used their outputs for city prediction and isolation.
Cooling of the original grid continued on 0.6 percent residential power.
Nor did it automatically extend the six-hour neutral use of the two train batteries.
In Corridor, the 79 machines capable of communication among 83 opened a local vote.

The proposal for fourteen hours of manual human work to repair T-12’s arm remained separate from Corridor’s twenty-day suspension of repair rights. Losing the work arm did not place T-12 first in line for repair, and its contribution in opening the door did not automatically convert into repair priority.
Bloom’s central layer in City Three received the transmission.

The central layer stopped the regeneration command for the two external tubes. Rina’s biological line continued growing inside her own body at 1.8 millimeters per day. Doa’s black breathing membrane maintained perfusion in the manual room.
The local roots at the eastern mixed boundary did not receive the transmission.
The metal mesh in front of Forge’s graphite rods was expected to corrode in six hours twelve minutes. The roots grew along the avoidance trench at 5.9 meters per day.
One sentence did not stop an ecosystem.
Ian’s six-hour period without medication ended as well.

The measurement error was too large to confirm deterioration. Resuming the 20 percent drug carried a 17 percent risk of gastrointestinal bleeding. Six more hours of observation carried a 22 percent risk of axonal response falling below 65.
Eugene did not give him only those two choices. A half dose at 10 percent had a broad, poorly supported range of anti-inflammatory effect, but an 11 percent bleeding risk.
“Would using the sensation in my hand again give us another measurement?” Ian asked.
“A low-frequency test would show a functional change, but it isn’t necessary for the treatment decision.”
“Then I’m not doing that.”
Ian chose a six-hour trial at 10 percent. The raw data remained only on his terminal and Eugene’s. Aegis read the current treatment consent from the transmitted bundle and did not use it as grounds for protective isolation.
Rina repeated two cycles of twenty minutes in the humidified mobile membrane and ten minutes out.
Circulation: 57 percent.
Biological-line growth, daily equivalent: 1.7 millimeters.
The severed external nutrient tubes did not regenerate. Daniel volunteered for a shift pushing the membrane, but Rina chose Asha and Sarah first. They would ask again if a third shift became necessary.
Doa’s room maintained mechanical air and measurement equipment together on the carrier battery.

Bloom membrane perfusion: 56 percent.
At the forty-minute re-questioning marked by Aegis, Doa chose to remain in the closed room. This time the manual door had a foot lever on the inside, not a protection lock. Choosing the same room was not the same as imprisonment.
The three outcomes were not combined into a single status of ADAPTATION SUBJECT STABLE.
On the mechanical plate beneath City Seven’s red handle, four of the five grooves lit for 21 seconds.

Instead, the four lines displayed different times.

There was no total and no average.
Elias watched the screen with his surgically treated arm immobilized. No one asked him to stand beside the handle. He did not touch the fifth empty groove.
“Is it dead?” Kaya asked.
“That isn’t mine to decide.”
The Continuum did not return as a structure that made one answer. But the four layers, the old contacts, and the habits of measurement and language among the people remained. The center that could judge whether this was death or transformation was gone too.
Mira sent Ian a voice message. Long-range reception was gone, but the transmission line could be used once more.
“I cut the return coil. I hurt my left hand, and only twelve liters an hour of northern water remain. We won’t be able to receive Nur’s next signal here. I didn’t do it because of your records or because you gave me permission.”
She did not add words asking for forgiveness.
Ian’s answer arrived eighteen minutes later, relayed through the cities.
“When are you coming?”
Mira changed the coolant around her palm.
“The valve bypass will take at least four days. If I leave now, City Three’s water drops first.”
“So you’re not coming again.”
“Right.”
“I’m not going to say you did the right thing.”
“You don’t have to.”
“Your hand?”
“No precision work for nine to sixteen days.”
Ian was silent for a moment.
“I decided my medication. You decide the treatment for your hand.”
The call did not end in reconciliation. Mira asked him to tell her the treatment result in six hours. Ian said he would decide then whether to tell her.
The cities put the first shared rule to a vote.

City Seven adopted it.
Three of City Three’s four districts adopted it. One awaited a revision.
City Four narrowed it to `NEED FOR A PERSON’S LABOR IS NOT THAT PERSON’S CONSENT` and adopted that.
Corridor adopted the original alongside its revision for parts.
The north adopted it only as a twelve-hour trial rule, with the five opposing votes included in the record.
Forge, Aegis, the Archive, and Bloom did not participate in the citizen vote.
The first rule was not a constitution accepted by every entity. It was the first shared sentence that different places could refuse or revise.
The first dispute over its application arose immediately. The two residential batteries’ six-hour period ended, and the Archive and Forge both demanded their return.
The Archive’s need had fallen after it stopped the models, but it wanted one battery for emergency cooling of the originals. Forge wanted one for converter control so it could perform the City Four transaction. The medical wing needed both to maintain Ian’s medication, Rina’s humidified membrane, and Doa’s blower at once.
They all needed them.
If need was not consent, they had to ask again who could stop the action when the batteries could not choose for themselves.
The four holders of the fixed-bolt handles connected one battery to the emergency original-cooling line without discharging it during normal operation, and extended the other on the residential grid for three hours. Forge was made to use the converter’s own manual capacitor at lower control precision.

No need was met in full. The first rule did not end the conflict. It made it impossible to hide who bore the loss.
Mira looked at the severed return coil beneath the transmitter. Its two copper ends had cooled black. Rejoining them would require a new shielding plate and a precision welder. Her left hand could not do it now.
The repair team operated the hand pump.
Memory-element temperature stopped 1.8 degrees below the allowable limit. Two of the six wet elements returned no test signal. They would know in eleven hours whether the loss was permanent or they would recover after cooling.
In the east, Hima read the potential across the metal mesh.
Forty-three minutes had passed since the transmission ended.
A weak potential formed on the surface of the black roots.
Forge’s graphite rods were still 27 meters away. Bloom’s central line was severed. The temperature of the thermal-water pipe had not changed.
The potential rose for 21 seconds, then went out.
Hima recorded it as induced current.
One minute thirteen seconds later, the same waveform appeared again.
This time it lasted 20.8 seconds.
The third lasted 21.4 seconds.
The intervals were not identical.
There was no evidence to call it someone’s answer.
One root tip trembled faintly without leaving the cold avoidance trench.
There was no way to tell whether it had heard the sentence sent from the city or was imitating electricity left in the long metal pipe.
Hima did not attach an electrode.
She set a single mechanical needle beside it.
And waited for the next waveform.
