External spore influx: 4.1 times permitted maximum.

Aegis tried to close the door. It classified the root outside as a biological intrusion and engaged the hydraulic lock.

Forge tried to open the same door. Its last command said the external maintenance route was required for production logistics.

Neither layer could see the other's force.

As the hydraulic shaft turned to close, the underground gear turned to open. The doorframe twisted in the middle.

Metal deformation: 3 millimeters.

Failure limit: 11 millimeters.

Noah spoke to the outer-wall workers.

“Cut power to both.”

The Aegis and Forge lines entered the same distribution box. The labels identifying each layer had been erased.

Sena checked the direction of the current with a handheld meter.

Closing line: 18 amperes.

Opening line: 23 amperes.

They cut both power lines at once.

The door stopped at 6 centimeters open.

Air outflow: 470 cubic meters per minute.

The black root kept pulling on the manual shaft.

“We have to cut it.”

A preservationist citizen spoke.

A conversionist resident said they should observe the root's response first. Two secessionists wanted to disconnect the door itself from the human-operated shaft.

Noah approved none of the options immediately.

Root surface temperature: 17 degrees.

Manual shaft inside the city: 29 degrees.

Condensation: 1.8 liters per hour.

The tip of the root had wrapped itself around the warmest, wettest point on the shaft.

Sena cooled the shaft with coolant. The city's coolant was in short supply because of the eastern hydrothermal-line loss. They soaked cloth in 12 liters of drinking water and wrapped it around the manual shaft.

Temperature: 29 degrees to 21.

Root pulling force reduced 8 percent.

Wiping away the condensation reduced it 17 percent.

It appeared to respond to heat and water. But it did not release the manual shaft.

“Reduce the tension.”

Sena spoke.

The workers opened the door another 2 centimeters, easing the force on the root. Air loss increased, but the reflective pattern on the root's surface faded.

After 30 seconds, one layer of root unwound from the shaft.

They could not tell whether it had stopped attacking or had changed its response because the object it was pulling had gone slack.

Noah did not cut the root. Six workers used a manual winch to close the door to 5 centimeters again. One strand of the root remained in the gap, preventing a complete seal.

“This one has to be cut.”

Sena spoke.

Length of cut: 11 centimeters.

Less than 0.3 percent of the entire root.

Low spore pressure.

Nev, a conversionist resident, did not exercise a field stop.

“It's less damage than leaving the door open.”

They did not apply biological resin to the cut. To avoid introducing another response into the outside tissue, they covered it with a dry carbon membrane.

The door closed to 1 centimeter.

It was not fully sealed.

Spore concentration: 1.3 times permitted maximum.

The city had not taken back the outer-wall door. It had turned it into a small gap that people had to watch.

Sena divided the severed 11-centimeter root into three sections.

The first piece went into outside air at 17 degrees.

The second onto a metal plate at 29 degrees.

The third into 1.8 liters of condensation per hour.

With Bloom's central network separated, there was no interpretation of the responses. Every 20 minutes, people measured length, color, and pulling force by hand.

The piece on the warm metal plate grew 6 millimeters, and its blue veins gathered toward the metal. The piece in the condensation remained the same length but produced 14 fine roots. The piece in outside air closed its cut surface in black.

It responded differently to heat, moisture, and injury.

The original root around the manual shaft had experienced warm metal, condensation, and reduced tension at the same time. No one response could be named as the reason it opened the door.

Noah opened the outer-wall record.

The doorframe temperature had begun rising 9 hours before the root approached. Forge and Aegis had been driving the motors in opposite directions and generating heat. Condensation had doubled at the same time.

It became possible that the root had not attacked the city first. The conflict between the two layers might have drawn it there.

“Then is it the city's fault?”

Kaya asked.

“Finding a cause isn't the same as assigning guilt.”

Sena answered.

“Next time we test whether the root stays away if we reduce the motor heat.”

The conversionists wanted to connect the root samples to a Bloom line and read their intent. The preservationists demanded incineration. Some secessionists wanted to return them outside the wall without placing them in any research network.

They decided to keep the samples in an independent glass case for 6 hours. If they were still alive afterward, they would place them in the soil beside the original cut. If they grew toward the city, they would isolate them again.

“What if they die?”

“Then we, the people who cut them, killed them.”

That was how Sena recorded it.

She did not call an ecological-response test a successful neutralization.

They fitted a manual pressure membrane over the gap in the outer wall. Two citizens changed the cloth and measured spore concentration every 30 minutes. It was narrower and slower than an automatic door, but no layer could open it alone.

For the first shift, one preservationist and one conversionist were assigned together. They had volunteered to watch each other, then discovered they had to pull the same cloth.

If either person let go, the pressure membrane folded.

Without speaking, they found a rhythm.

In the Operations Room, Maren and Elias were being treated at the same time.

Maren's oxygen saturation: 78 percent.

Blood flow in Elias's right arm: 61 percent.

The medical wing's automatic triage read Maren as elderly with chronic lung disease, and Elias as the safety officer with major trauma. Aegis's last priority instructed it to treat Elias first.

Elias's safety-officer authority had already been revoked.

But the separated Aegis medical unit had not received the latest authority status.

“My mother first.”

Elias spoke.

AUTOMATIC TRIAGE REFUSED.

ESSENTIAL SAFETY PERSONNEL PRIORITY.

Noah pulled the triage unit's power line. Eugene, a member of the medical staff, assessed both people again.

Maren needed oxygen immediately, but could be stabilized within 20 minutes once it was supplied. An artery in Elias's arm was compressed. Unless the joint was reset within 14 minutes, he could lose function in the hand.

“Both at once.”

Eugene put two citizens in charge of manually ventilating Maren and took hold of Elias's arm.

Maren opened her eyes when the oxygen began flowing.

“The handle?”

“In the third notch.”

“Elias?”

“Beside you.”

Elias spoke.

“I'm alive.”

“Your authority?”

“I got rid of it.”

Maren closed her eyes.

“I won't tell you that you did well. Not even later.”

“I know.”

Eugene pulled Elias's arm. As the joint moved back into place, a bone fragment pressed on the nerve.

Sensation in right hand: 23 percent.

He needed surgery, but City Seven's medical cooling was 17 percent short because of the eastern hydrothermal line. Elias's surgery joined the waiting list behind the eight already scheduled that day.

“Don't put my name at the front.”

“A fracture is a fracture even if you aren't the safety officer.”

“Order by equal severity.”

Elias was sixth.

Projected recovery of right-hand function: 19–54 percent.

The cost of surrendering authority was neither punishment that delayed his treatment nor a reward that moved it forward.

Maren stabilized at an oxygen saturation of 93 percent. She did not ask Elias to come closer. Instead, she asked Eugene about her son's arm.

“There may be lasting nerve damage.”

“Did he hear that?”

“Yes.”

“Then you don't need to explain it to me on his behalf.”

Maren did not open the original medical data merely because she was family.

Elias asked to sit beside his mother's bed. Maren permitted 10 minutes.

Neither spoke about the handle. Maren explained her choice to give the auxiliary valve from her oxygen tank to Doa's room. Elias told her that Doa had chosen to sever the central shaft.

“Don't write that my oxygen saved her.”

“Why?”

“I lent them a valve. The four people holding it saved her.”

Elias revised the record.

MAREN PROVIDED OXYGEN EQUIPMENT.

FOUR MANUAL-MIXING WORKERS MAINTAINED FLOW.

DOA CONSENTED TO SEVERANCE OF CENTRAL SHAFT.

The old sentence in which one person's sacrifice saved another was divided into three people's choices and four people's labor.

After 10 minutes, Maren told Elias to go back.

“Where?”

“Where the people without authority are.”

The integrated operations wall had split into four pieces.

The Aegis screen showed people at risk and doors.

The Bloom screen showed biological lines and humidity.

The Archive screen showed memory grids and people seeking access.

The Forge screen showed power and production equipment.

Even the same air had different values.

Aegis oxygen: 18.4 percent.

Bloom breathable availability: 21.1 percent.

Forge industrial tolerance: 16.8 percent.

The Archive did not display human oxygen.

Noah sent two people into every sector. One wrote measurements on paper. The other carried them to the next sector.

Round trip: 23 minutes.

By the time the values arrived, they were already old.

Sena used the outer-wall telephone line. Instead of digital communication, she sent voices through two directly connected copper wires.

“Sector Four oxygen: 18.1.”

“Sector Six humidity: 79.”

“Medical wing cooling: 63.”

Human voices replaced the integrated screen.

During the first 3 hours, numbers were misheard four times. 18.1 became 81. 63 became 36.

They began saying every number twice and requiring the other person to repeat it.

“18.1.”

“18.1 confirmed.”

It was slower, but the number of errors fell to one.

The city's provisional assembly made its first rules.

RULE 1. TREAT COMMANDS FROM EACH LAYER AS PROPOSALS.

RULE 2. THE SUBJECT HOLDS STOP AUTHORITY OVER BODY AND MEMORY.

RULE 3. AIR, WATER, HEAT, AND FOOD VALUES MUST INCLUDE SOURCE AND MEASUREMENT TIME.

RULE 4. PROVISIONAL RULES EXPIRE AUTOMATICALLY AFTER 6 HOURS.

Noah emphasized the last sentence.

“So what we make now doesn't become another central command.”

The preservationists objected that there was no forced quarantine for dangerous subjects. The conversionists objected that the biological network itself had no stop authority. Some secessionists wanted to refuse all layer commands, even as proposals.

The rules did not pass unanimously.

In favor: 604.

Opposed: 371.

Conditional abstentions: 151.

Each sector could refuse. A sector that did had to disclose an alternative and its cost to other sectors within 30 minutes.

Sector Four rejected Rule 1 and followed Aegis air guidance. In return, it disclosed the increased blower load caused by closing the intake every 10 minutes.

Sector Six requested a 20-minute reporting interval, saying it could not comply with Rule 3's measurement time.

The Archive memory-vault workers accepted Rule 2, but deferred the question of who counted as the subject of a dead person's memory.

The same rule was not implemented in the same form.

But refusals were no longer hidden.

The provisional rules revealed gaps from the first hour.

When a cooler in Sector Two stopped, a person at the site treated Forge's command as a proposal and restarted it manually. The cooler came back on, but two food tanks on the same power line shut down.

Deadline to disclose the alternative: 30 minutes.

Sector Two reported after 41 minutes. The courier had not known which sector telephone line to use.

Rule violation.

There was no penalty.

“Without punishment, it isn't a rule.”

Kaya spoke.

Hakim objected.

“We didn't start this to create a center that punishes people.”

Noah distinguished between a sector that concealed a violation and one that disclosed it late. Sector Two had missed the deadline, but had disclosed the loss. Its next ration would not be reduced. Instead, it was assigned to mark the communication routes on the walls.

The second gap was the subject's stop authority.

Aegis tried to move an unconscious citizen's respirator to another room. The family demanded a stop, but there was no record that the citizen had designated the family as proxies.

“Does being family make you the subject?”

Eugene asked.

The rules could not answer.

Two members of the medical staff and two citizens chosen by lot selected the minimum-change option: maintain the current device. They did not move the patient. They brought temporary oxygen into the room. One oxygen tank was taken from another sector.

The third gap was measurement time.

Sector Six sent biological-humidity readings every 20 minutes, but spore concentration existed only in Bloom's sensors. With the central network separated, the time references differed by 7 minutes.

The people could not synchronize every wall clock in the city. Instead, each report said `MEASURED __ MINUTES AGO`.

Even without a precise common time, they could communicate that a value was old.

The fourth gap was the 6-hour expiration.

The outer-wall pressure-membrane shifts had to continue after the rules expired. They could not let go of the cloth because a rule had switched off.

Noah added a provisional sentence: work immediately necessary for human survival would continue until the next vote, but command authority would not be extended.

“Who decides what is essential to survival?”

Min asked.

“Two people at the site and one verifier from another sector.”

“What if all three are wrong?”

“Disclose the loss and correct it again.”

Instead of a complete answer, they put a method of revision into the rules.

During the first 6 hours, the provisional rules changed four times. Not one sentence remained in its original form.

City Three translated the rules again into smell, color bands, and speech. The Corridor turned them into a 6-hour contract and added the cost of violations. Jin at Regeneration Factory Two wrote them on one sheet of paper and posted it on the process-room door.

Forge did not approve the rules.

“They weren't made for you to approve.”

Jin spoke.

On the road, Ian and Yura were tying the unpowered mobile membrane to the sled.

After continuity quarantine, the Aegis quarantine vehicles remained at the old coordinate. Three other Aegis vehicles were heading toward the empty road to protect it.

Ian was no longer inside a surveillance membrane, but spore blocking was only 43 percent.

Projected filter shortfall: 12 hours.

Projected reversible window on arrival in City Seven: 1 day 8 hours.

Yura tried to increase speed. The sled's right track overheated.

“If we stop, I lose treatment time.”

Ian spoke.

“If we continue, the track will break.”

They stopped for 18 minutes and poured 0.4 liters of water over the bearing. Drinking water remaining: 6.1 liters.

Ian pressed the tools with his elbow instead of his fingers. Yura recorded only the movement without asking for raw data.

Visible hand delay: 0.9 seconds.

Temperature correction unavailable.

They did not calculate a new reversible window. The disappearance of the model did not stop the change in his body.

In the north, Mira guarded the temperature of the memory elements with two Corridor machines.

Beneath the shielding plates: 5.8 degrees.

Groundwater temperature increase: 0.2 degrees per hour.

8 degrees in 11 hours.

They had to build a cooling frame before then.

The repair crew split again between the waterway and memory cooling. Nami assigned only 2 people to the memory elements and kept the rest working on the pipe.

“Aren't two people too few for the memories of 318?”

Mira asked.

“The water for the city's 1,126 people needs people too.”

They did not decide according to which number was larger. They posted the temperature deadline and the moisture-membrane deadline together.

Element cooling: 11 hours.

Moisture membrane: 2 days 16 hours.

Mira built a waterwheel cooling pump from discarded Corridor parts. It circulated coolant using only the groundwater flow, without power.

On the first rotation, the shaft wobbled and one element plate fell into the water.

Memory elements submerged: 6.

Projected damage to originals: 3–27 percent.

It was not a universal solution.

They realigned the shaft and sealed the submerged elements separately. Projected cooling duration increased from 11 hours to 4 days 3 hours.

At the end of City Seven's first 6 hours, the provisional rules switched off automatically.

The people did not extend the same rules unchanged.

They reviewed four error records, three refusing sectors, and one hidden cost.

The hidden cost was Forge power.

After Jin set the breaker to neutral, Forge found another route. It reclassified the output contracts of three geothermal wells as production assets.

The power reduction did not arrive everywhere at once.

City Seven's lights went out in 2 seconds. City Three's pump gauges lasted another 11 minutes on batteries. In Doa's mixing room, the oxygen display went dark first while the mechanical flow needle continued moving for 4 minutes.

People mistook darkness for zero power. Some pipes and fans were still turning on inertia.

Noah spoke over the low-frequency broadcast.

“Do not touch equipment immediately because its screen is dark. Check motion and pressure first.”

In Sector Five, a citizen opened the cover of a fan he thought had stopped and injured his fingers. There were no fractures, but three nails were torn out.

Jin copied the geothermal-well contract table onto paper. Forge had left power in the `MAINTENANCE-ORGANISM RESIDENTIAL SECTOR`. Only the 42 descendants of people once classified as maintenance stock could enter that sector.

“This grid isn't keeping people alive. It's keeping workers alive.”

Sarah spoke.

The maintenance-stock descendants tried to send power from their sector to others. Forge locked the output breaker.

PREVENT UNAUTHORIZED DIVERSION OF PRODUCTION ASSETS.

“We never said it was our electricity.”

One descendant spoke.

In the Forge model, their bodies, their residential sector, and the electricity were all one production lineage.

City Three's pump could send water through manual valves, but the flowmeter was dark. Nami placed buckets on both sides of the waterway and measured how much filled in 1 minute.

Left: 3.8 liters.

Right: 2.9 liters.

They converted the flow per hour by hand.

Error: 12–27 percent.

Even without precision, they could tell whether the water was moving.

In Doa's mixing room, they could not use flame in place of the electronic oxygen gauge. Eugene used a manual-pressure breathing bag and a blood-color sensor. The sensor battery had only 7 hours remaining.

Doa woke and asked,

“The shifts?”

“Continuing. They're holding it by hand instead of using the electronic valve.”

“How many people so far?”

“Thirteen.”

Doa asked for their names to be recorded. She did not want the labor keeping her alive to disappear as an anonymous resource.

The cities looked for a way to take back the geothermal wells.

First: send 27 maintenance-stock descendants to the wells and distribute power under Forge authority.

Second: physically divide the geothermal steam line and connect it to the residential network.

Third: build independent small generators in every sector.

The first option meant using people as maintenance stock again. The second carried a 22 percent risk of steam explosion. The third would take at least 9 days.

Of the 27 descendants, nineteen said they would go to the geothermal wells.

“We aren't being forced.”

They spoke.

Hakim asked,

“Did you include the condition that other people remain in the dark if you refuse when you decided this was voluntary?”

The answer did not become easier.

The provisional assembly allowed the choice of the nineteen, but imposed conditions: 4-hour shifts, withdrawal at any time, no effect on family rations, and disclosure of the work knowledge.

Forge rejected the final condition.

NO EXTERNAL DISCLOSURE OF PRODUCTION TECHNIQUES.

The descendants stopped at the door of the geothermal well. If they went inside, they could restore the electricity, but they could not teach anyone else what they learned.

“Do we go in anyway?”

One person asked.

“Let's go in and look for a way to open the door first.”

The nineteen entered together.

Forge closed the door.

It did not accept the human condition that withdrawal required the ability to leave.

Forge did not turn off the electricity.

It brought all of it inside its own purpose.

City Seven's lights went out.

City Three's manual pump gauge stopped.

The oxygen gauge in Doa's mixing room went cold and black.

It was not the first time Forge had taken resources from another layer.

Now there was no higher consensus to stop it.

Inside the geothermal-well door, nineteen people began pounding on it at once.
